Asbestos Survey Report Quality

The Health and Safety Executive issues a guide for asbestos surveying called HSG264. This guide is intended for use by both asbestos surveyors and property owners and managers who need to safely manage asbestos.

HSG264 stipulations

One of the stipulations of HSG264 is the requirement for a quality control scheme for survey reports. It states that 'all reports should be checked before being issued to clients'. Ensuring a high level of asbestos survey report quality is a tedious job and it is difficult to achieve a fully comprehensive analysis. Anything survey software can do to provide a higher level of asbestos survey report quality can save time and therefore money.

Report data quality checks

Survey JEM™ uses a process for the creation of an asbestos survey report which guides the surveyor through a series of logical steps. The survey will require checking before completion but prior to the final check the level of asbestos survey report quality is maximised by the use of an automated check. Of course it is not possible to check some items of data such as the property address but Survey JEM™ performs a wide selection of checks on as many aspects of the survey data as possible.

For example, Survey JEM™ will check that there is an asbestos sample record present for all areas of the property from which a sample has been taken. Likewise, a sample record must specify an area of the property which is present in the property description. A common cause of poor asbestos survey report quality is missing data or fields left blank. Survey JEM™ checks that all required fields have a suitable entry.

We first introduced quality control checks on a previous asbestos database application we created over a decade previously which is still in use today. The database in question was being used to carry out surveys on large office premises in London with hundreds of rooms. When we provided a software update with the new checks in place the surveyors were finding they had hundreds of mistakes originating from basic human error. Previously these mistakes would be rectified by the survey managers prior to authorising the reports. In the new version the surveyors were unable to present the reports for authorisation until the mistakes had been resolved. This new check proved very popular with the survey managers as well as markedly improving the asbestos survey report quality. After a few weeks the surveyors had got used to what was required by the checks and the number of errors found had dropped to a handful.

The quality control checks used by Survey JEM™ ensure that the asbestos survey report quality obtained is as high as possible while reducing the workload of quality control staff. An option is provided to skip the quality control checks but it is only available to those users with the required privilege.
